I know not everyone will get this, and SMD will prolly want to hang me, but I'm going to compare these to SK's Dark Tower series. Now, I know neither of these songs were written about it, but they still fit quite eerily. Here's me compare-y-sons:
Talk of a peaceable kingdom - This reminds me more than a little of what Roland described Gilead to be in his childhood.
Justice against the hanged man - at the end of "The Gunslinger", The Man In Black reads the cards for Roland, he draws the Hanged Man, and tells the gunslinger that the Hanged man is him.
Time against the tower
All this time we're shuffling and laying out all our cards - the card thing again, lol. Could be attributed to the MIB's tarot cards, but in the second book when Roland has been poisoned and Eddie is dragging him along the beach as he slips in and out of conciousness, I do believe that chapter is called "Shuffle". Weak, I know, lol.
The hermit against the lovers - this to me suggests Rhea of the Coos and her fight against Roland and his lover Susan. But, if memory serves, and it doesn't always, the first few lines of the poem "Childe Roland to the Drk Tower Came" by Robert Browning, begins with a character that is described as a hermit, which is who King based Flagg on.

Or the devil against the fool - Fool = Cuthbert? lol, okay, I haven't got much there.
The wheel against the rules - many times ka, destiny, is compared to a wheel.
All this time we're burning like bonfires in the dark - okay, this one really is weak, but it's what it made me think of - Susan's death on the Reaping bonfire.
This one just reminds me so completely of Roland, the gunslinger:
