I also don't think that they will do another concept album.
But I don't agree with the meaning that this would be a step backwards. First of all, Rush never did care about what was up to date. They certainly got influenced by the actual music whenever they worked on an album theirselves. But they took that as a possibility of progression on their own music, trying some new things.
A concept album is something completely different as a "normal" album. You also can't say a mass is the same as a set of madrigals in the 15th/16th century. Or "Moby dick" is the same as a set of short novels.
I don't think a concept album is out. The opposit would be the fact. The time is right for making it. And I'm sure many people in the world of music would recognize it, not only the fans.
