Who actually used the phrase first is a little bit in debate, but as far as I can tell it was Trotsky. The actual practice, even before that name was used, was a big part of the Marxist revolution. Marx used it as means to battle against the group that he wanted to turn into the common enemy; the bourgeoisie middle-class. They were the ones that he made it okay to criticize while not criticizing anyone else. They were the cause of everyone else?s problems.

In it's current incarnation it's basically white, male, heterosexual Christians that are kept in their place by political correctness.
